主要理念：
計畫的基本理念為：「建構澎湖輕旅模式 打造澎湖優質生活」。詳言之即本計畫希望能夠透過大學與民間社會企業建立平台的方式，協助在地小農(漁)經濟發展，發揚社區特色，及生態環境保育工作，並培養學生社區遊程規劃能力及社區服務精神，進而打造澎湖優質社會生活。
The fundamental proposition of this project is to “structure a relaxing travel model in Penghu and create an excellent life in Penghu.” In other words, this project is aimed at setting up a form of platform through universities and societal enterprises in a private sector. The main purpose of the project is to help local fishermen and farmers’ economic development and display the features of communities as well as be engaged in ecological environmental preservation.
計畫簡介：
澎湖目前面臨之問題包括：澎湖生態受破壞、澎湖產業不振與畸形發展、澎湖小農(漁)經濟日漸萎縮、澎湖社區傳統文化特色消失。為解決以上問題，本校提出「公民產業－澎湖輕旅模式之建構」計畫。預期本計畫之執行成效為：促進澎湖社區小農(漁)產業發展、發揚社區傳統產業及文化特色、建構優質澎湖輕旅模式、培養學生規劃社區體驗遊程能力、提供外來旅客優質深度體驗遊程，並進而打造澎湖優質社會生活模式。
The current problems in Penghu include the ecological damage in Penghu, the poor prosperity of industries of Penghu, economical withering of local fishermen as well as farmers, the features of traditional cultures in Penghu communities that have disappeared. To solve the above problems, National Penghu University of Science and Technology (NPUST) proposes a project of “the framework of a relating travel model in Penghu.” The expected implemented efficiency of this project is to boost the development of fishing and farming industries at Penghu communities, develop traditional industries and cultural features of local communities, structure an excellent a relaxing travel model of Penghu, develop students’ planning abilities of experiencing travel itinerary at local communities, provide tourists’ excellent in-depth experiencing travel itinerary and further create an excellent social life model in Penghu.

解決方案：
本計畫分為三個執行主軸之萌芽型產業鏈結類計畫：公民產業人才培訓、輕旅與觀光產業網路技術及行銷人才培育、在地輕旅產業輔導。本計畫與在地「沿著菊島旅行」社會企業合作，該社會企業過去一直以社群網站方式，提供優質管道讓社會大眾認識澎湖的文化、歷史、景觀及各項風土人情，其理念與本計畫完全一致。
未來願景：
預期本計畫之執行成效為：促進澎湖社區小農(漁)產業發展、發揚社區傳統產業及文化特色、建構優質澎湖輕旅模式、培養學生規劃社區體驗遊程能力、提供外來旅客優質深度體驗遊程，並進而打造澎湖優質社會生活模式。
