主要理念：
創造地方的經濟是地方創生的重要基石之一，而該經濟模式又必需盡可能在不靠政府補助的前提下自給自足，且能夠獨立運作。同樣的情況，過去傳統漁村一直無法成功轉型，根本性的問題在於如何創造經濟。因此本計畫針對問題解決的構想是以人潮帶來錢潮的概念，透過食魚和水域安全教育體驗、海洋嘉年華等系列活動，並配合當地原有之慶典帶來人潮。永續經營的策略是培育本校學生和當地人具備上述專業技能，使其能在計畫結束前能自主運作。
Creating local economy is the important foundation for regional revitalization. However, this economic model needs to possibly achieve self-sufficiency and independent 0peration without the subsidies from government. Therefore, traditional fishing villages are unable to successfully transform because the fundamental issue: How to create economic benefits? This project aims to solve this issue by the concept of people bring business. Though these educational activities of slow fish, water safety, marine carnival and local traditional festivals which able to bring much tourism. The strategy of sustainable operation is to build professional skills of students and local communities who will be enabled to autonomously manage and operate their business before the project completed.
計畫簡介：
21世紀是「藍色革命」新時代，其中「海洋觀光遊憩」是我國藍色經濟政策的五大範疇之一，而時有所聞的溺水事件是國人投入海洋領域專業人才不足的原因之一。「地方創生」的主要精神是由地方自發性思考，因地制宜發展在地特色，最重要是不能只仰賴政府救助，民間也要用自己的力量翻轉地方，創造在地的自主性和永續性在地經濟，讓人口回流，再創生機。
高雄市永安區為典型海岸漁村，有『石斑魚之故鄉』之稱。當地沙灘相較於高雄其他地區，更適合進行水域安全訓練。當地目前主要面臨了傳統漁村轉型之問題。爰此，本計畫將以「地方創生」之概念帶領師生翻轉教育，結合地方政府、傳統產業、非政府組織等單位，透過推動開放性水域安全教育以減少溺水發生，並結合食魚和海岸環境教育的推廣，協助建置符合HACCP之水產品加工廠，並藉由海洋觀光活動的推廣，讓參與的人潮帶動地產地消，間接提升青年洄遊意願，使在地產業創新升級。
21 century is a new generation of Blue Revolution, Marine Tourism and Recreation is one of the 5 Blue Economic Policy in Taiwan. However, frequent drowning event is the key reason of insufficient maritime professional talent. The spirit of regional revitalization is spontaneous thinking of local community and developing local characteristic. Most importantly, local community cannot rely on the support from the government. Local community plays a critical role to transform their own hometown, to create autonomous and sustainable economy. Finally, this process will make population return and give local a new lease of life.
Yungan District, Kaohsiung City is a typical coast fishing village as known as the hometown of grouper. The beaches of Yungan are more suitable for open water security training. However, This area has been facing the challenge of traditional fishing village transformation. Therefore, the purpose of this project is to flip education through the concept of “regional revitalization”, combine local governments, traditional industries, non-governmental organizations, etc., in order to promote open water safety education and reduce drowning event, establish a HACCP aquaculture processing factory, promote local consumption by marine tourism and recreation activities, indirectly increase the willingness of the youth coming back to build their dream and upgrade the local industry.

解決方案：
1.帶領新加入之團隊伙伴進行資源盤點
2.辦理地方創生座談會。
3.成立跨領域教師社群，組織地方創生輔導團，成立地方創生輔導團進入場域蹲點。
4.成立駐點基地，學生實習長駐，讓學生深入了解當地生活和產業情況，加深對地方的情感。
5.辦理「魚塭餐桌」活動：運用地方創生之概念，促進地方人潮和帶動當地水產品消費。
6.辦理社區垃圾變黃金創新工作坊：將海岸廢棄之漁船改造成社區意象或其他有用之物品。
7.研發開放性水域安全教材教案：與高雄市政府教育局合作，集結具實務經驗之學者專家與民間組識，研發開放性水域安全教育教材。
8.成立「開放性水域安全教育推動辦公室」，推動開放性水域安全教育工作。另外以永安區當地海岸作為術科操演之衛星場域，打造當地成為南部地區首座「開放性水域安全教育基地」。
9.辦理寒暑期特色營隊，對象為永安區的學童，希望永安區學生均能體驗。
10.假日體驗式課程：串連假日的實作課程例如『開放性水域安全體驗』學習自救救生技能，『食漁體驗營隊』，以食漁、慢漁教育為核心，推展水產品安全與海洋環境教育。
11.協助建置待合食品安全管制系統(HACCP)之水產加工廠
未來願景：
本計畫試著運用地方創生的操作方式與概念，組成有心投入地方創生之跨校、院、系所的師生團隊，建構地方創生駐點基地，尋找當地能成為「命運共同體」的夥伴，陪伴他們共同解決漁村青年外移與勞動力不足、水產品競爭力等問題。我們期待的改變，首先在大學端透過大量的課程翻轉，將專業領域結合地方真實世界的問題，引領並促進學生場域實作實習與分享，以減少學用落差。在場域端，透過開放性水域安全教育、食魚教育、水產品升級、當地海洋文化特色等面向，使當地師生、居民和弱勢族群擁有一技之長，發展地方特有之特色，將這些成果進行整合，導回地方創生所需的原素。期望將經營場域的成果與經驗，擴散到全高雄市、南台灣，乃至全國。
