為了追求大學社會實踐的永續發展,本計畫主要目的在育成在地的非營利組織,使其整合來自臺北大學與在地社區的理念、人員、與資源,期待在該非營利組織成立之後,我們可以將兩年來執行計畫所得的經驗、社會關係、以及計畫成果移轉,使該非營利組織接續扮演大學與社區間的平台,並且朝向推動「臺北大學城」的目標邁進,讓社區居民、老師、與學生可以共好共融。

In order to pursue the possibility of practicing the University’s Social Responsibility in the long run, the main purpose of this project is to cultivate a local Non-profit Organization (NPO), which can integrate ideas, personnels, and resources from both NTPU and local communities. After the establishment of the NPO, what we learned from conducting this project in the previous two years will be forwarded to the NPO, including lessons, social network, and project’s outcomes. As a result from acting as a platform between NTPU and communities, the NPO will play a critical role for promoting the idea of “NTPU College Town,” where residents, professors, and students can benefit one another.

本計畫以整合臺北大學社會科學院內相關課程與師生能量為規劃架構,由曾敏傑院長召集規劃執行,並以服務身障、老人、原住民、與婦幼人口為對象。詳細計畫內容細分為在地論壇、志工計畫、調查計畫、協力計畫、育成計畫、與服務計畫等子題計畫,同時也發展出大學城系列節慶、校園友善接待系列、與USR成果社區巡迴展等特色系列。本計畫初期著重推動師生在地試點服務方案、中期著重推動在地組織協力平台、及最終籌募育成在地NPO–「社團法人鳶山社會實踐協會」,以持續推動在地社會實踐。

Based on the College of Social Sciences, the affiliated faculties and students are encouraged to get involved in this USR project, which is led by the Dean, Dr. Min-Chieh Tseng. This project focused on providing services for some target populations, like the handicapped, the elder, the aboriginals, women, and children. In order to accomplish the purposes of this project, we created some sub-projects and three unique series which have achieved great success, especially “the College Town Festivals Series,” “the Campus Friendly Reception Series,” and “the Community Exhibition Series.” Generally speaking, the first stage of this project focuses on exploring service programs for the target populations; secondly, on connecting NTPU and local organizations; thirdly, on establishing a sustainable NPO, the Yen-Shen Social Practice Association. This NPO is expected to function independently and to become a bridge between NTPU and local communities.

欲解決問題:
根據我們的調查和研究,國立臺北大學所在的「北大特區」附近,在人口的結構上具有幾項特徵,包括有相對其他地區較高比率的老人、原住民、與兒童,同時身心障礙者傳統上也被視為社會上最弱勢的族群,也因此本計畫設定以老人、原住民、兒童、及身心障礙者為服務標的群體,並嘗試透過探索,發展出有助於她們的服務方案。

According to our investigation, the “Special District of National Taipei University,” where the NTPU is located, has some characteristics in terms of population structure, such as a relatively high proportion of the older adults, the aboriginals, and children. In addition, the handicapped are traditionally viewed as the most disadvantaged population in Taiwan. That’s why those four populations are targeted by this project, while service programs are also explored for them.
解決方案:
針對本計畫所關切的老人、身障、原住民、與婦幼等四個人口群,不同的服務方案被設計並加以執行。例如,一個約30位長者所組成的讀書會被創立,大家每週固定參與演講、訓練、運動、以及社區服務;「校園友善接待系列」主要被設計用來邀請身障者進行校園活動;計畫所收集的2,200本書籍用來充實兩處部落的圖書室,同時由學生主導的「說故事服務」也在2018學年上學期,在隆恩原住民國宅駐點進行;而「大學城系列節慶」透過比賽、玩具、遊戲、以及音樂帶來的歡樂,特別受到社區兒童的歡迎,估計兩年來社區參與人數已超過8,000人。

Various service programs are created for the four target populations. A study group with 30 older adults was initiated, and group members meet every week in a regular class, in which lectures, training, exercises, and community services are organized. What “the Campus Friendly Reception Series” was mainly designed for hosting activities for the handicapped. A total of 2,200 books, collected by the project, are distributed into two aboriginal study rooms. Also, a story-telling service, handled by student volunteers, was conducted in the 2018 fall semester at the Long-Ann aboriginal community. Finally, “the College Town Festivals Series” are especially cherished by the children for having fun through games, toys, plays, and music. It was estimated that more than 8,000 residents have already attended the festivals in the past two years.
未來願景:
本計畫特色在於追求永續性,深知計畫有結束退場之時,但是熱情可以延續,同時組織也能確保永續。因此特別期待以育成社團法人台灣鳶山社會實踐協會為終極目標,並透過理監事會的制度設計,使大學與社區代表共同參與運作、共同治理該NPO,並使該在地NPO扮演大學在地實踐之平台,如此穩定與具有影響力的NPO,也方能達成更長遠的在地實踐效益。

This project is featured for sustainability. We understand that the project will end eventually, but the spirit will still exist. Therefore, we expect to establish a sustainable nonprofit organization, the Yen-Shen Social Practice Association. Through planning the board of directors composed of representatives from the NTPU and community, the NPO will play an important role as a bridge between NTPU and local communities. The stable and influential NPO will achieve most comprehensive benefits for community in the long run.
