氣候變遷及人類社會對於海洋環境造成嚴重衝擊，為善盡大學社會責任，國立臺灣海洋大學從海洋特色教學/研究與社會關懷出發，提出「三漁興旺－國際藍色經濟示範區」計畫，聚焦三漁議題，擇定基隆北海岸與馬祖地區為實踐場域，整合本校在復育保育、食品安全、生態旅遊、生物科技、發展研究、社會實踐各領域教師團隊，首創「藍色經濟共創共生」（BECIC）模式，為各場域三漁問題提出「藍色成長」解決方案。
Climate change and human society have caused serious impacts on the marine environment. In order to fulfill the social responsibility of the university, the National Taiwan Ocean University has proposed the “Three Fishery make Prosperity -International Blue Economy Demonstration Zone” project based on marine education/research and social care. Focusing on the three fishery issue, the North Coast of Keelung and Mazu area were selected as the practice field, and the teachers team of NTOU in the fields of rehabilitation, food safety, eco-tourism, biotechnology, development research, and social practice were integrated in the project. The Blue Economy Co-Innovation of Community (BECIC) model proposes a “blue growth” solution for the three-fishery issues in each field.

本計畫秉持「藍色經濟‧永續臺灣」理念，聚焦基隆北海岸及馬祖地區之三漁議題，以首創「藍色經濟共創共生」（BECIC）模式，由六個子計畫研究團隊與各協力夥伴定期分析地方需求、嫁接創新技術、協調資源投入及引導社區參與，在各場域建立公民社會參與機制，以達成：1.沿海生態環境永續保護、2.沿海海洋資源永續利用、3.漁業漁村漁民永續成長、及4.生態保育人才永續培育等目標，進一步形塑區域產業新生態系、提升區域產值就業，兼顧生態保育及漁業漁村發展，邁向建立「國際藍色經濟示範區」的願景。
The project adheres to the "Blue Economy and Sustainable Taiwan" concept, focusing on the three-fishery issues in the North Shore of Keelung and the Mazu region, with the pioneering "Blue Economy Co-Innovation of Community" (BECIC) model, with six sub-project research teams. Each research team will figure out the local needs, graft innovative technologies, coordinate resource inputs, and build a bridge between the local affairs and community participation. To establish a civil society participation mechanism in each field to achieve: 1. Sustainable coastal ecological environment protection, 2. Sustainable use of coastal marine resources 3. The goal of sustainable development of fishermen, fishery industries and fishing villages, and 4. Cultivation of talent on ecological conservation. Furthermore, shaping the new ecosystem of regional industries, enhancing the employment of regional output value.

欲解決問題：
臺灣漁業已不復早年盛況，隨著海洋污染、氣候變遷、過漁等問題日益嚴重後，導致漁業衰退及漁村日益沒落。本計畫聚焦基隆沿海及馬祖地區之漁業相關議題，包括：1.沿海汙染×漁業轉型、2.漁村沒落×歸漁返鄉、3.漁民生計×健康促進等三大議題。藉由進入場域瞭解面對當前困境，透過深入社區後，結合既有的專業能力，促使師生對於海洋產業永續之使命感，並培養學生解決問題的能力。同時建立永續發展的模式，讓社區的傳統價值轉化為經濟價值，活絡地方及產業的發展，創造基隆在地特色，成為漁村轉型的契機。
The fishing industry and fishing communities have declined with the increasingly serious problems of marine pollution, climate change and overfishing. The project focuses on three major fisheries-related issues in the coastal areas of Keelung and Mazu, including: coastal pollution × fishery transformation, 2. fishing village decline × youth return home to fish, 3. fishermen's livelihood × health promotion. By entering the local to understand the current predicament, through deepening the community, combined with the existing professional capabilities, teachers and students will have a sense of mission to sustainable ocean industries and at the same time, the project will help students built the ability to solve problems. Moreover, the model of sustainable development will be established to transform the traditional value of the community into economic value, to promote the development of local and industrial development.
解決方案：
本校秉持「藍色經濟‧永續臺灣」（BEST）理念，盤點區域問題與需求，結合地方產、官、學、研、民間機構，解決三大議題。透過復育保育、食品安全、生態旅遊、生物科技、發展研究、社會實踐等領域之團隊，以區域整合發展計畫，融合相關科技研發計畫，作為「全球議題，在地解決」的發展策略，建設「國際藍色經濟示範區」，促進漁業、漁村、漁民「三漁興旺」和永續環境，作為提供「三漁」問題的解決方案。
The NTOU adheres to the "Blue Economy ‧ Sustainable Taiwan" (BEST) concept, taking stock of regional issues and needs, and work with local industry, official, university ,institute, and civil institutions to solve three major issues. Through the teams of areas such as regenerative conservation, food safety, eco-tourism, biotechnology, development research, and social practice, we will integrate regional science and technology development plans with the development plan of “Local Solutions for Global Problems”. To build an "International Blue Economy Demonstration Zone" to promote the sustainable environment for fisheries.
未來願景：
以基隆地區做為本計畫之起點，並加入馬祖地區作大學社會實踐之區域，從解決區域問題出發。依據本校的海洋特色及教學研究能量，透過整合教師、學生、課程及育成各層面厚實基礎，攜手區域合作夥伴共建區域創新系統，實踐大學社會責任之理想。期盼未來達成以下總目標：1.沿海生態環境永續保護、2.沿海海洋資源永續利用、3.漁業漁村漁民永續成長、及4.生態保育人才永續培育，找尋地方DNA，持續復甦地方產業，落實大學社會責任之實踐，以達成「三漁興旺」與永續環境的最終期待。
Starting from solving regional problems, this project is taking the Keelung area as the starting point for this project, and taking the Mazu area as a regional area for university social practice. Based on the NTOU's marine characteristics and the abilities of teaching and research, we will work with regional partners to build a regional innovation system and integrate the ideals of university social responsibility by integrating the thick foundations of teachers, students, courses and education. We hope to achieve the following general goals in the future: 1. Sustainable protection of coastal ecological environment, 2. Sustainable use of coastal marine resources, 3. Sustainable development of fishermen in fishing industries and fishing villages, and 4. Cultivation of talent on ecological conservation.
