傳統竹產業的轉型，可發展的重點有新農業、文化創生、循環經濟及綠色能源等面向，本計畫以在地竹產業作為大學在地實踐與產學鏈結的主軸，透過研發新型器械、培訓跨領域人才、輔導在地竹產業升級與轉型，作為大學社會責任的實踐目標；實際操作的面向有：創新服務模式、在地文化創生、循環經濟應用、竹炭技術創新及產業鏈結創新創業等；另開設國際電商學程、研發教具，帶領學生參與在地竹產業之轉型輔導，活化大學教學場域、強化與在地社群的有機連結，將產業推向國際電商通路，以培育區域實務人才，解決在地議題並提昇產業價值。
The orientation of traditional bamboo industry can be toward to new agriculture, cultural place-making, circular economy and green energy. This project pivots on local bamboo industry to bring university’s participation into realization. Through developing brand-new equipment, incubating and training interdisciplinary talents, and counselling, promoting and upgrading local bamboo industries, the project endeavors CCU’s efforts to achieve its social responsibility. Practical aspects of the project include: Innovative service model, local culture & creation, circular economy application, bamboo charcoal technological innovation, industrial collaboration and Entrepreneurship. In addition, the project offers cross-border e-Commerce courses and educational materials, guides students to participate the processes of industrial transformation to activate and widen the learning areas for university, and strengthens the chaining among local industrial communities.
計畫簡介：
竹光發熱黑金計畫-諸羅竹業展風華，積極推動全民「以竹代木」的環境保護以及產業升級活動，以竹產業之文化創生、竹炭科技運用、創新服務及產學聯盟、創新創業等面向，積極建構竹產業之創新發展。計畫統合在地傳統竹業、進階之竹炭與竹醋產銷相關產業，進行產業鏈結聯盟，從既有產品到文創行銷等技術優化，提昇產品功能與產業效益，同時培育具有跨領域能力之實務專業人才，與地方連結，建立在地產官學合作平台，落實大學社會責任實踐計畫。
This project, named ‘Bamboo and Bamboo Charcoal Innovation－Sustainable Consumption and Production.’, aim at environment protection and industry promotion by eagerly pressing ahead with the activity of substituting woods with bamboos. This project focuses on bamboo’s cultural place-making, technological application of bamboo charcoal, innovative service model, industrial-academic alliance and entrepreneurship to construct the brand-new development of bamboo industry. This project incorporates local bamboo-related industries, including traditional bamboo industries and bamboo charcoal and vinegar stores to form an industry alliance, which would optimize existing products and cultural creative marketing, improve the efficacy of products, promote its industrial value, cultivate professionals, and perform as a collaborative platform for industry-academia partnership to finally achieve the social responsibility of our university.

欲解決問題：
過去竹林產業出現缺乏持續性的發展平台與模式的問題。以致竹林產業面臨多重的挑戰，包括生產力老化，偏向勞力密集的生產狀態等，除了影響整體產業的競爭力之外，也影響未來年輕人員的投入意願。目前雖然竹林產業的產品品項日益多元化，但是缺乏平台、場所與通路，亟待建立文創行銷之管道，賡續加入本產業之翻轉與新發展。
In the past the bamboo industry lacked sustainable development model. So now the bamboo industry faces many challenges, especially labor force shortage because of labor aging problem and the nature of being highly labor intensive. Hence these problems not only affect the product production but also have negative impacts to young people’s in joining bamboo industry. Now bamboo can be made to a variety of products but these products do not have suitable channels to sell. So we need to create novel sales channels, reviving the bamboo industry to progress.
解決方案：
由國立中正大學主導，鏈結縣市地方政府，透過竹林產業的「竹光發熱黑金計畫-諸羅竹業展風華」為主軸，以在竹林產業的應用有其獨特之處的荷蘭台夫特理工大學為標竿學校，聚集學校各系所專家教授參與規畫與課程活動設計，培育學生以跨系所領域的知識與技能，進行地方特色環境與在地產業關懷發展研究。跨校合作單位涵蓋雲、嘉、南、屏等地之大學，並與多單位合作，共同推動在地產業與大學鏈結進而提升永續竹產業。
“Bamboo and Bamboo Charcoal Innovation-Sustainable Consumption and Production”
This project has been led by National Chung Cheng University joined with local government to develop bamboo industry as main goal. We adopt Delft University of Technology in the Netherlands as the model institute because of the unique applications of bamboo industry developed in this university. We recruit professors from various departments to plan courses and design events, nurturing our students with knowledge and skills in multidisciplinary fields to carry out research relating to local specialty environment and concerning local industry development. Through the collaborations with other universities in Yunlin, Chiayi, Tainan, Pingtung and various organizations, we hope to connect universities with local industry to promote the sustainable development of bamboo industry .
未來願景：
竹產業升級所需的科技化轉型與文創行銷管理等，以教學研究、人才培育、國際化做為提升、進展的階梯，結合SDGs全球永續發展目標，積極創造台灣竹業軟實力與國際學術、產業接軌的空間，完成新產業的締造，達到新產值。在產業聯結中，藉以產學合作，建立結合地方竹農、產品加工與行銷服務資源的整合活用，將推動開發出具有在地與國際特質之產品，擴展產值及創造學生實習研究創新機會，帶動跨領域學生不同專業結合，培育在地需求實務人才，達到人才在地對接，引領學生認同在地產業發展科技化、資源化之目標。
The upgrading of bamboo industry requires technology transfer and marketing strategy of cultural creativity. Through teaching research, talent education and globalization, combining with SDGs as the guidance of pursuing progress, we cultivate the soft-power of Taiwan’s bamboo industry to connect with international academics and industries to establish a new industry achieving unprecedented values. As for industry connections, we carry out industry-academia collaboration projects to work with local bamboo farmers, materials processing and sales service sectors flexibly to produce products with local and international uniqueness and to increase market values creating more innovation-based employment and practical training opportunities for our graduates. These new opportunities will motivate our graduates to utilize their multidisciplinary backgrounds to cultivate the practical talents demanded by the local industry to achieve the goals of retaining the talents locally, leading to the awareness to modernize local industry with high-tech resources.
