人口高齡化是全球發展趨勢，臺灣亦不例外，隨者高齡人口增長，對高齡者的服務方式，從過往具焦在醫學取向，拓展至社會取向的健康老化與生活支持照顧設計，東海大學多年來在高齡社會、樂齡教育、健康促進、志工管理、銀髮產業等領域累積的教學與研究能量，持續協助政府在「在地老化」政策理念的落實。其次開放大學校園與創新課程，讓長者有機會踏入校園與年輕學子共同學習，反之也能提供年輕學子不同的學習刺激。三者藉由計畫推動，對西屯地區在地照顧與支持體系的需求給予最直接協助。最終期能建立可擴散推廣之高齡支持系統。
Aging is a global issue. With the growth of the elderly population, the service philosophy for the elderly has been changed from the medical approach, to the social approach of healthy aging and life supportive network. Tunghai University has a strong research and educational foundation about ageing society, senior education, health promotion, volunteer management, and silver hair industry. This could be used to assist the government in implementing the policy of aging in place. Secondly, open university campuses and innovative courses, so that the elderly have the opportunity to enter the campus and learn with young students, and this also brings different learning stimulations for students. Thirdly, USR, creates the direct assistance to satisfy the needs of local communities and older people.
計畫簡介：
本計畫整合東海大學校內五大學院師生能量，並與多所夥伴大學、醫療院所、企業、非營利組織與社區團體共同合作，針對高齡者達成社區健康老化的需求，建構活動、共餐、人力、營運及健促五大支持系統，以協助營造更好的在地老化支持網絡。本計畫並在校內新創樂齡學院，整合高齡課程，提供學生完整跨域學習途徑，並串連社區場域實際落實所學在高齡服務中，亦開放校園讓長者能參與代間課程與校內大型活動，提升代間共融。本校更針對計畫執行成效進行SROI評估與撰寫大學社會責任報告，做為未來持續推展與改進的參考。
The USR project integrates the teachers and students from the five colleges at Tunghai University and cooperates with numbers of universities, medical institutions, enterprises, non-profit organizations and community groups. According to the needs of local communities and older people, this project constructs five support systems which includes activities support, meals support, manpower support, management support and health promotion support. This project also sets up a new age-based collage at university. Under the collage, cross-discipline courses were integrated in order to provide students with a complete cross-domain learning approach. USR project is opening the campus for older people. They have more opportunities to participate in courses and activities at Tunghai University. This project conducts SROI assessment and university social responsibility report for the effectiveness of the project implementation, as a reference for continuous promotion and improvement in the future.

欲解決問題：
當前對社區中健康、亞健康長者之社區照顧服務，多由社區團體承接政府補助提供，然在服務上受限於政府補助額度少、服務人力專業度與量能不足、社區照顧環境與服務營運管理與制度不佳等因素，在服務上僅能配合政府政策提供較為短時且破碎的社區服務，且無法掌握長者的全面性健康狀況，進而不易達成長者在地老化的目標。
In Taiwan, community care services for healthy and sub-health elders in the community are mostly provided by community groups which were supported by government founding. However, services are limited by the small amount of government budget, lack of professionalism and quantity of service manpower, and community care environment and poor managemen. The service can only provide short-term and broken community services and is impossible to have an overall understanding and service for older people. This challenge leads to the difficulty to achieve the goal of aging the elderly.
解決方案：
東海USR團隊將以建構高齡服務支持網絡為目標，致力於整合跨領域、跨校的師生資源，針對社區需求，藉由課程導入社區，由師生能量實際在活動設計、健康促進、共餐服務、志工訓練、營運效能、空間改善等六大面向提供協助，並建構活動、共餐、人力、營運及健促五大支持系統以利永續運作，進而培植西屯區在地社區照顧系統與資源網絡，協助達成長者在地老化的目標。
The purpose of USR project at Tunghai University is to build a service supportive network for ageing service. USR project tries to integrate cross-disciplinary and inter-collage teachers, students and courses. In response to community needs, the curriculum will be introduced into the community, and the teachers and students will actually be involved in event design, health promotion, and meal service. This project constructs five support systems which includes activities support, meals support, manpower support, management support and health promotion support system in order to enhance the local community care and resource network in Xitun District and to achieve the goal of aging in place.
