國立暨南國際大學於2016年通過教育部補助「大學社會責任實踐計畫」深耕型(C類) 營造綠色水沙連:智能 × 減污 × 循環,計畫以水資源與環境治理為主軸之一,透過本校人文創新與社會實踐研究中心在地深耕的實力,結合科技學院及管理學院之專業技術,一同協力和社區居民共同對話與開展營造綠色水沙連行動。暨大科技學院社會責任實踐計畫,持續為促進水沙連地區發展、保護生態環境,落實大學社會責任與達成區域綠色永續未來而努力。

From 2016, National Chi Nan University (hereinafter referred to as NCNU) conducted a project called Development of Green Shui Sha Lian: Intelligence × Pollution Reduction × Circulation, which was supported by the Ministry of Education. The plan focused on water resources protection and environmental management. Through the dedication of Centre for Humanities Innovation and Social Practices at NCNU, combined with the specialty of College of Science and Technology and College of Management, we have worked together with community residents to develop a green Shui Sha Lian area. The team of University Social Responsibility (USR) of NCNU will continue to promote the development of communities in Shui-Sha-Lian, protect the ecological environment, implement the USR, and finally achieve a green and sustainable future in the area.
計畫簡介:
國立暨南國際大學扮演關鍵及重要的地方智庫角色,對在地的產業、社區文化、城市與偏鄉等發展議題,期待能帶給在地社區新的價值並結合更多的資源來共創價值,以促進永續之發展。大學生應參與在地連結、在地區域發展、及區域發展的認同感,主動實踐行動。

National Chi-Nan Unversity plays the role of action tank, that carrying out local industry, community culture, Urban and rural development issues. Unversity becomes the diverse participation of local communities and various competences from disciplines to achieve the sustainability of urban-rural development.College students should participate in linking the area, developing in the area, the identity of regional development and student autonomy to participat action.

欲解決問題:
本團隊主軸為永續環境營造課題,乃是本校長期關心、耕耘的重點面向。在水沙連地區,藉由社參式課程、行動研究、蹲點社區、創新實作,以及公民審議等不同形式,針對「社區水資源盤點、生態復育、生態旅遊、社區防災、空氣污染偵測網、青年留\返鄉、小學實驗教育、環境教育」等議題,積極進行點、線、面大學在地實踐的擴散能量。

We focus on the concern of environment sustainable development, the important character that NCNU has been developed for a long time. In Shui Sha Lian, we carry out the diffusion energy that university practicing in the field actively of point, line and face via issues of social participatory courses, action research, click community, creative me-chanics, as well as citizen review, etc., for the issues of “community water resources inventory, ecological rehabilitation, eco-tourism, community disaster prevention, air pollution detection network, youth stay/hometown, primary school experimental education, and environmental education”.
解決方案:
執行期間,以「永續環境智造所、節能減污服務所,及綠色資材循環所(3所)」的實作,更延伸「保育人才培育所」,負責永續環境人才培育。再者,「口說不如行動」,「4所」將主動連結水沙連區內的公私部門資源,主動提供產業界、學校、社區藉由工作坊設計,讓區內公私社群學習環境永續的知識。執行團隊經訪談調查、共作的模式與在地適性的溝通與提出解決問題之方案;在帶領學生解決問題的過程中進行反思及教師社群間橫向的意見交流。藉由在地出發,凝聚地方共識,落實大學社會責任及推動師生社會創新,回應地方需求,促成地方創生振興。

During execution, the implementation of "Sustainable Environmental Intelligence Institute, Energy Conservation and Pollution Reduction Service, and Green Materials Recycling" , will further the "Conservation Talent Cultivation Institute" to be responsible for the cultivation of sustainable environmental talents. Furthermore, four departments will link the public and private sector resources in Shui Sha Lian, and provide industry, schools and communities with workshop actively to enable the public and private communities in the region to learn about environmental sustainability. Rethinking and horizontal exchange of views between communities of teacher in the process of leading students to solve problems. Implementing university social responsibility and promoting social innovation in teachers and students by starting from local and convergence consensus to respond to local needs and promoting local revitalization.
未來願景:
在試辦期至今(2017.8-2018.12)的推動過程中,由兩個駐點社區(桃米、蜈蚣)接續擴散到南村社區、頭社地區及竹山地區,也因應各種新型態需求與跨域連結趨勢,以及實踐過程中所陸續遭遇的種種課題,勇於在既有基礎之上開創新格局,譬如:鼓勵大學生自主提案、特色課程更新、創發跨域行動議題、科技導入社區議題方式等,皆立基於積極回應現實需求的可能性。展望未來,暨大營造綠色水沙連團隊將持續推動計畫內各項工作,並營造永續發展的綠色水沙連,並將暨大經驗進行國內外之擴散,成為落實大學社會責任之典範。

During the process of promotion from trial period (2017.8-2018.12), the two stagnation communities (Taomi, Wugong) continued spreading to the community of Nancun, Toushe, and Zhushan. Responded to various new-type needs and cross-domains and the problems encountered in the course of practice to break new ground on the existing foundations, such as encouraging students to make independent proposals, updating featured courses, creating action of cross-domain issues, and introducing technology into the issue of community. All are based on the possibility of actively responding to real needs. In the future, the team that builds a green Shui Sha Lian will continue to promote tasks within the project, and create a sustainable development of green Shui Sha Lian, spreading the experience from domestic to abroad, and become a model for implementing university social responsibility.
